You'll have to pay a fee to climb the stairs, and probably stand in line a good while too: only a certain number of people are admitted at a time, and while you may fume at this policy while you're in the line-up, the minute you start ascending the narrow, winding stone stairway, you'll think it's a very good rule indeed.
